BEAD Subgrant Agreement

The CNMI Broadband Equity, Access, and Deployment (BEAD) Subgrant Agreement was executed on May 13, 2026, between the Commonwealth of the Northern Mariana Islands Broadband Policy and Development Office (BPD) and Micronesian Telecommunications Corp. dba IT&E. The Agreement was signed by Glen Hunter, Special Assistant for Broadband Policy & Development, and David Gibson, Chief Executive Officer of IT&E, and concurred by the Honorable Governor David M. Apatang.

The Agreement supports the deployment of broadband infrastructure and services throughout the CNMI under the federally funded BEAD Program, administered by the National Telecommunications and Information Administration (NTIA). The executed Agreement and all associated exhibits and attachments are provided below for reference.

BEAD Initial Proposal Drafts

The CNMI Broadband Policy and Development Office (BPD) has released the Initial Proposal Drafts for the Commonwealth of the Northern Marianas Islands in accordance with the Broadband Equity, Access, and Deployment Program (BEAD). These documents are available for public review. BEAD Final Proposal

The CNMI BPD BEAD Final Proposal public comment period officially closed on August 23, 2025. Following the review and consideration of public feedback, the CNMI BPD BEAD Final Proposal was approved by the National Telecommunications and Information Administration (NTIA) on November 26, 2025.

The approval of the Final Proposal marked a significant milestone in the CNMI’s efforts to expand reliable, high-speed broadband access throughout the Commonwealth. With NTIA approval secured, BPD is authorized to move forward with implementation activities and broadband investments outlined in the approved Final Proposal to help ensure that residents, businesses, and community institutions have access to affordable and dependable broadband services.
