The Broadband Equity Access and Deployment (BEAD) program was established in 2022 with the aim of enhancing broadband infrastructure nationwide, including in all states and US territories. The Commonwealth of the Northern Mariana Islands (CNMI) is set to receive a substantial allocation of $80.4 million to bolster its broadband connectivity and accessibility. This initiative seeks to bridge the digital divide and stimulate economic development throughout the islands. According to the National Telecommunications and Information Administration (NTIA), “reliable broadband service” is defined as internet speeds of 100 Mbps for downloads and 20 Mbps for uploads. It is notable that the CNMI is currently classified as 100% unserved, as no internet service provider (ISP) offers services meeting these standards.
The goal of the BEAD program is to have accessible, reliable, and affordable internet through fiber-to-the-home (FTTH) technology to all residents of the CNMI by 2030. The NTIA believes that FTTH technology is the most robust, future-proof technology that provides unmatched speed, reliability, and scalability. FTTH not only ensures blazing-fast download and upload speeds, but it also offers low latency, minimal signal interference, and consistent performance regardless of peak usage times. This technology is essential for supporting the growing demands of modern digital lifestyles, including remote work, distance learning, telehealth services, and e-commerce. By deploying FTTH infrastructure across the CNMI, the BEAD program aims to empower residents with equitable access to the digital resources and opportunities necessary to thrive in the 21st century.
The BPD office aims to achieve the FTTH technology goal through a meticulous sub-grant selection process. This process ensures full fiber broadband coverage for all unserved or underserved CNMI locations and Community Anchor Institutions (CAIs). By initiating a competitive Subgrantee Application Process, followed by detailed application review and scoring, the BPD expects to adequately fund fiber-to-the-premises deployment across the CNMI. The process prioritizes end-to-end fiber projects and offers transparency and fairness through clear guidelines and timelines. With a focus on objective evaluation and due diligence, the BPD seeks to implement a fair, equitable, and competitive selection process to uphold the integrity of the BEAD program and achieve universal FTTH access by 2030.
